Commission Meeting Recap 3-9-2021: Grant PUD's fish and wildlife prepare for a busy season

Grant PUD's Fish and Wildlife Department is beginning to ramp up for its core seasonal field work which will begin in the upcoming weeks.

Fish and Wildlife Manager, Tom Dresser said although impacts of the pandemic led to delays in some of the department's planned capital projects last year, he is optimistic that 2021 will provide a better situation for the group to accomplish the key projects, activities, reports, and other tasks expected to occur this year.

Dresser provided an update on the status of the installation of both a production and domestic well at the Carlton fish-acclimation facility located in Okanogan County on the Methow River. The wells will provide a redundant use of water at the facility. One will support fish production, while the other, a domestic well will provide a domestic water source for an eye wash station, safety shower and other uses. The project has experienced delays in the past, but work could begin this year with completion either this fall or early next year.

The department is working with the Priest Rapids Coordinating Committee as the committee stakeholders have questions regarding the definition and requirements of "no net impact," which is a Grant PUD's biological objective within Grant PUD's license to operate the Priest Rapid Project. Grant PUD has been successful in achieving no net impact survival standards for yearling spring Chinook, summer Chinook, sockeye and steelhead as defined by the existing agreements. Dresser will continue to provide updates as additional information becomes available.

Were provided a year-end summary of Grant PUD's strategic metrics for 2020. The organization is meeting or improving on many of its metric goals. Goals consist of measuring outcomes throughout the organization including monitoring financial, organizational and operational progress, as well as outstanding customer service.

During the business meeting, commissioners unanimously approved the following:

—Resolution 8959 Pre-Qualifying Contractors to Perform Electrical Work for Grant PUD.The resolution prequalified 16 contractors who applied to perform work on Grant PUD's electrical system. Another seven contractors were approved with modifications to perform work for Grant PUD. To see the full list, click here and scroll to page 9.

—A motion authorizing the General Manager/CEO, on behalf of Grant PUD, to execute Change Order No. 2 to Contract 430-07424B with Jacobs Engineering, increasing the not-to-exceed contract amount by $950,000.00 for a new contract total of $1,725,000.00 and resetting the delegated authority levels to the authority granted to the General Manager/CEO per Resolution No. 8609 for charges incurred as a result of Change Order No. 2. The change order is needed to allow continued engineering support from Jacobs for dam safety work. Click here and scroll to page 14 to learn more.

—A motion authorizing the General Manager/CEO, on behalf of Grant PUD, to execute Change Order No. 3 to Contract 430-09449 with Murphy & Associates, Inc., increasing the not-to-exceed contract amount by $1,000,000.00 for a new contract total of $1,849,500.00.
