Additional COVID-19 protocols for work in the power plants & Wanapum Maintenance Center

Additional protocols have been put in place specifically for entry into Priest Rapids, Wanapum, and the Wanapum Maintenance Center. Nothing in this communication is intended to relax the current standard as previously established throughout the District. It is only intended to enhance current protocols for these locations due to the close proximity of ongoing critical and necessary work in the powerhouses. This information was developed and approved by the Plant Managers.

NOTE: If you have questions please contact your supervisor who will address them up the chain as necessary.

This document contains protocols to conduct work in the plants safely while minimizing the exposure to COVID-19. This is not all inclusive but give some guidelines to follow. All personnel working in the power plants shall follow these guidelines. 

Entry Procedures

Priest Rapids Dam

  • Grant PUD employees will enter through main lobby doors and immediately wash hands. Entry Door and Wash stations will be identified with signage​.
  • Contract employees will enter through the T&G Entrance Door near the small conference room and immediately wash hands. Entry Door and Wash stations will be identified with signage.


Wanapum Dam

  • Grant PUD employees will enter through main lobby doors and immediately wash hands. Entry Door and Wash stations will be identified with signage​.
  • Contract employees will enter through main lobby doorsand immediately wash hands. Entry Door and Wash stations will be identified with signage


Wanapum Maintenance Center

  • Shop, HOA and Yard: Grant PUD employees will enter through the HOA commons entry and immediately wash hands. Entry Door and Wash stations will be identified with signage
  • Warehouse: Grant PUD employees will enter through the receiving door and immediately wash hands. Entry door and wash stations will be identfitid with signage.
  • Auto/boat shop: Grant PUD employees will enter through the south Auto Shop Door and immediately wash hands. Entry door and wash stations will be identified with signage.


Hand Washing Locations

Priest Rapids Dam

  • Lobby men's restroom door will be propped open and used as wash station only
  • sink in the T/G bathroom with the door propped open in the morning and the evenings
  • All break room and lunchroom sinks
  • OLAFT restroom and all other plant restrooms can also be used for handwashing


Wanapum Dam

  • Lobby men's restroom door will be propped open and used as wash station only
  • All break room and lunchroom sinks
  • All other plant restrooms can also be used for handwashing


Wanapum Maintenance Center

  • Restrooms
  • All Break room and lunchroom sinks

Note: In addition to addition to washing hands upon arrival; hand washing should continue throughout the day specifically after using the restroom, eating, coughing, or sneezing

Distancing

  • Temporary modification to clearance procedure will be in place; procedure is under development
  • Control room access will be only for operation personnel
  • Meetings and job briefs shall be limited; maintaining 6' between individuals whenever possible
  • Stagger lunch and breaks to accommodate smaller groups
  • Always maintain an empty seat next to you
  • Contractor at Priest Rapids establish alternate lunch areas in T&G building
  • Limit one person per time in elevator
  • Priest Rapids Dam Contractors; use only Upstream elevator


Off-limits areas

  • Work-out equipment
  • Contractors at Priest Rapids Dam
    • lobby and lobby restrooms
    • 6th floor conference room
    • Downstream Elevator


Cleaning

  • Employees and Contractors shall clean personal work areas at start of day prior to lunch
  • Del sol perform heavy cleaning of TG common areas once daily (Del Sol contract needs to be reviewed to see if this is a possibility)- Lori Thorpe (Facilities) Cathye- contact
    • Kitchen
    • Conference Room
    • Bathrooms
    • Doors
  • HMA's - Cleaning
    • Two per shift working on wiping all common areas down and keeping bathrooms clean - more guidance from maintenance supervisor as needed
    • All work areas in the plant should be cleaned immediately following a task; cleaning as you back out of the area
  • Cleaning of tools by tool men whenever tools come back
  • Cleaning products
    • Soap and warm water are best for hand washing
    • Make sure the cleaning products we are using are on the recommended list; list to be provided by the safety coordinator
  • Waste
    • HMA's and contractors should be using masks and gloves when emptying garbage (Craig Bressan will provide guidance)
    • Will need to provide guidance/training to HMA's and contractors that are assigned cleaning duties

Action Items:

  1. Garbage cans are placed in areas of work
  2. Make and Hang Signs for Entry Doors and Wash Station Locations
  3. Sign in Logs for new entry locations
  4. Inventory of cleaning supplies need to be collected by Maintenance Supervisors
  5. Operation Supervisor to complete Temporary Clearance Procedures and distribute


Safety Coordinators will be onsite for safety oversite per Craig Bressan. Pat Oldham will be onsite for guidance to the contractors and quality control.

Priest Rapids Unit Upgrade support PUD staff:

  • Journeymen Power Plant Operators (1+)
  • Mechanics for crane maintenance (4)
  • HMA's for cleaning (2)
  • Safety Coordinator (1 per plant)


Voith will be providing additional guidance to their employees on their transition back to work.
