2026 Cluster Study Interconnection Process
The Cluster Request Window opens October 1st and closes November 15th. Any questions or transaction requiring Grant PUD assistance must be resolved by close of business on Friday, November 13th.
To support the Cluster Study Application process, Grant PUD has developed several resources and guidance documents. Applications will be reviewed upon submission, and applicants will be contacted if any information or documentation is incomplete.
Application Process
The application fee, study deposit, and deposits in-lieu-of-90% site control (if applicable), and Commercial Readiness Deposit (if applicable) will be invoiced to you and must be received by Grant PUD no later than the end of day on Sunday, November 15th, 2026. Remittance instructions will be included with Grant PUD’s invoice. Applications must be deficiency free prior to the close of the window - early submission is encouraged.
In addition to the online Application, please complete and submit a Vendor Request Form and W-9. These forms are required for Grant PUD to process Application fees, deposits, and refunds (if applicable).

Submitting Required Supporting Documentation
All required documents must be uploaded through Grant PUD’s Secure File Transfer Protocol (SFTP) site. Access instructions and a passcode will be provided via email.
Submit the following information to TxApplications@gcpud.org to request the web address and passcode to log onto the SFPT site:
- Legal Name of Entity:
- Project Name:
- Name of Submitter:
- Email of Submitter:
Please note applications and document submittals will not be accepted via email or via postal service.
Notification of acceptance into the Cluster Study will occur no later than the close of business on November 16th, 2026.
Contact information for authorized signatories will be requested after notification of acceptance into the Cluster Study.
Application Deficiencies
Once all required documents have been received, Grant PUD will review and respond, via email, within 15 business days.
Any incomplete or missing information will be communicated back to the requestor for review and correction.
To be included in the current Cluster Window, all application deficiencies must be resolved by the end of day on November 15, 2026. Late submissions will not be accepted.

Sample versions of the Non-Disclosure Agreement and Cluster Study Agreement are provided for reference purposes. Both agreements will be formally executed during the Cluster Engagement Window.
All legal documents will be prepared by Grant PUD and must be executed through a DocuSign process initiated by Grant PUD.
